OFFICE OF CODE ENFORCEMENT

BUILDING PERMIT GUIDELINES

 

The Town of Ashland currently has 3 Ordinances in place that affect citizens with respect to building permits. A townwide Zoning Ordinance adapted in 1984 which establishes the Town's districts, (residential, forestry, commercial, and industrial) is the primary reason permits are required for all new building activity. A Shoreland Zoning Ordinance, adapted in 1993, mirrors State requirements and establishes guidelines for new development in areas near water bodies and wetlands. And the Building Official and Code Administrators National Building Code, 1996 edition, which establishes construction standards for new and existing structures.

 

The purpose of these Codes is to promote controlled growth within the Town of Ashland by assuring that new Land uses and construction comply with safety, health, fire, structural strength, and sanitation Codes, while assuring that natural resources, individual right's, and economic growth are not compromised.

 

Building permits are required for the following activities: All new construction Placement of any structure on a property Additions such as porches, decks, entryways, or sunrooms. Replacement of any means of egress (entryway or bedroom window). Alterations of structures Demolitions of structures Changes of occupancy Clearing or filling of land.

 

Building permits or applications are not required for the following: Ordinary repairs that replace existing materials with new materials of a similar kind where no structural member is cut away. (replacing steps, railings, minor foundation repairs, roof repairs) Installation or repair of gutters and downspouts. Removing, replacing installing, siding. Replacing windows. ( with no structural changes). Install or replace a sidewalk. (outside Shoreland Zone). Replace roofing material. (shingles or metal) Top out a chimney. Movement of a structure within a lot provided setback requirements are met

 

The Code Enforcement Officer is available to answer any questions that you may have concerning building permits or Code requirements and to assist individuals to obtain those permits. He is also required to act when violations of the Ordinances are detected. Penalties could include removal of structures and/or fines.
